Peepers
Peeper is a Darkner enemy encountered in NEO City, Sewers and the TV Studio Tower. They're robots made by Gary to keep a literal eye on a city he can't step onto.
They're the only original enemy Gary made from scratch, not having any enemy from Cyber City as a counter.
Profile
Appearence
Peeper is a big, lanky thing. Its body consists of four metal tendrils that conjoin to connect to a TV head. The TV's screen displays a white background with a single eye, the sclera red and blue pupils, with long eyelashes.
Personality
It is unknown if Peepers are actual enemies with their own thoughts and feelings, or if they're just surveillance robots and controlled remotely. Because of that, their personality and behaviour are totally dependent on how Gary is feeling and behaving at the time. Through some ACTions, like Wiggling, the player can see the Peeper wiggling back, which annoys Gary. This indicates that they might have a consciousness of their own despite Gary's control.
Main Story
Chapter [[GARY]]
Peepers can be found at the beginning of the chapter, being the game's first boss fight. A Peeper blocks the party's way before they can leave Plastic Plains and properly enter NEO City. Gary speaks through this Peeper, welcoming them into the city and inviting them into the TV Studio Tower so they can all "catch up".
Insider Route
During the Insider Route, the player can find Peepers inside the TV Studio Tower, guarding the lower levels of the tower.
Outsider Route
During the Outsider Route, the player can find Peepers in The Sewers section of the game. They can also be found in the Dining, Deal and Dire districts, though the chances are extremely low.
In-Battle
Attacks
- Peeper's tendrils will snap at the bullet board, sending four-pointed star bullets at the soul. Running into the bullets deals damage.
- Peeper will shoot out a laser beam from its eye at the bullet board three times. Running into or getting hit by the laser deals damage.

Trivia
- Peeper's design seems to be inspired by the Pokémon Xurkitree, both having a big object as a "head" with portruding tendrils they use to attack and navigate the world around them.
